Banaba (CT) (also known as the West of the Gilberts) is a self-governing region in the Pacific Ocean and is most notable for having one of the world's most important phosphate-rich islands. Banaba Island (also known as the Ocean Island) is an autonomous part of the Republic of Kiribati. Similarly, the Rabi Island (FJ-N) is a devolved part of the Republic of Fiji. Moreover, the West of the Gilberts include a maritime region of Banaban sovereignty including sea stacks, rocks and other islets.

Banaban Community Presidium

Inaugarated by the Chairman of the Elders on Banaba Island along with the Leader of the Pact of Free People and a representative of the Banaba Island Council of the Republic of Kiribati, the name of the Banaban Community Presidium (GEL) was adopted by an Executive decree (titled as the Banaban Ordinance of the City of Jerusalem).

As a general rule, Banabans are entitled to passports from the Republic of Kiribati. Many Banabans are also entitled to passports from the Republic of Fiji. Banabans are also entitled to passports, laissez-passers and other travel documents from the Communities of the Pact of Free People (the Alliance).

  • • Every Banaban can access the banking institutions of Banaba Island and request protection from the Banaban Presidium. By law and custom, a Banaban is a belonger (national) of Banaba Island and entitled to a Banaban Identity Number (BIN).

  • • Every Banaban enjoys a secured right of abode, exemptions from general taxation, maritime privileges, open access to the global financial system, and the safe freedoms of the Transnational Bill of Rights.

  • • Every Banaban, who is concurrently a I-Kiribati, also enjoys visa-free arrangements with over 121 countries including every country within the European Union (EU).
